localToGlobal vs. contentToGlobal in Flex

Need help if u can?

I am using Grid with number of grid row(with griditem in that) only in one column span. Now I am adding feature of moving grid row within grid by using ObjectHandlesin up-down direction.

Now when I move any gridrow from top position to middle of the grid and drop there, it does not check for any other grid row at that position already present. I want to detect that and also move it to the next index, so no child get overlapp with each other as currently happening.

How to do that?
